A graduate student from the University of Wisconsin- Milwaukee Department of Urban Planning looked at five Special Districts organized to fund and manage quality of life programs and facilities such as parks and arts groups. Most funds are raised by a special sales tax levied in the district. The districts have a variety of structures and responsibilities.
