This study evaluates the the segregation index, as it has been used to compare urban areas in the U.S. Among its goals is to identify the strengths and weaknesses of the segregation index and to determine why Milwaukee was ranked the third most segregated metropolitan area in the United States. The researchers find that the segregation index is an "obselete and racially-biased approach based on a white majority view of segregation" and offer an alternative model for measuring segregation.
