The City of Milwaukee created the Housing Trust Fund (HTF) in 2006 to establish goals and practices that would create new affordable housing for the homeless, mentally ill, and those under 80% and 120% of the median poverty line. $2.5 million was generated by a City of Milwaukee bond issue, which will be repaid and supplemented with increases in the Potowotomi gaming revenue contributions to the City, with a goal of $5 million total for the HTF. Competitive grants will be distributed to developers to build at least 200 new housing units specifically for the disadvantaged populations noted above. The National Association of Home Builders estimates that this investment will generate $10 million in local income during construction and $4..4 million annually thereafter.
