This report shows that Wisconsin’s workforce, employers, and state government are making critical contributions to rewarding work in Wisconsin. However, the report argues that challenges of poverty despite work, racial inequality, budget deficits, the economic downturn, and skill shortages are also evident. One of the main recommendations that emerges from this report is for improving low-income workers’ access to education and training.
