The purpose of the prospectus is to establish the need for a regional water supply planning program in the Southeastern Wisconsin region and to recommend the means for implementing such a program. It also provides a cost-benefit analysis to assist appropriate agencies in determing the feasibliity of such progrms and creating budgets.
