Surveys completed by 274 statewide victims of domestic violence provide evidence of the destructive role domestic violence plays in preventing low-income women from succeeding in employment or education efforts. The study indicates that Wisconsin's welfare system, W-2, is not able to adequately identify or support victims of domestic violence. The report contains recommendations for W-2 improvements developed by IWF and statewide advocacy groups.
