This paper first reviews the basic data on the welfare caseload and the labor market in the Milwaukee area, including projections of the job creation and evidence from a recurring survey of job openings. It then reviews the evidence from events which may have had a labor market impact analogous to a work requirement for welfare recipients to evaluate the probable effects on the Milwaukee area labor market.
