This report is a summary of the 23 funded projects involving 28 community-based organizations and units of government with projects addressing early childhood screening, after school programming, parenting education and support, and community organizing. Categories for evaluation include: 2003 results, lessons learned, systems change, legislative benchmarks, and community outcomes.
